A total of €32.54 million has been allocated to support green and digital innovation in Latvia, develop new products and technologies, strengthen business competitiveness, and remediate a contaminated site in the Liepāja Special Economic Zone. The funding is provided under the Norway Grants programme “Green Business and Innovation”, following an agreement signed by the Ministry of Finance of the Republic of Latvia and the Ministry of Foreign Affairs of the Kingdom of Norway. The programme will be administered by the Investment and Development Agency of Latvia (LIAA), which plans to launch three calls for project proposals in 2027, offering grants ranging from €50,000 to €3 million.
The programme aims to support Latvian companies in transitioning towards more environmentally friendly and resource-efficient business operations while promoting innovation and bringing new products to market. Funding will be available both for the development of new solutions and prototypes and for scaling up green technologies already introduced to the market.
“More efficient use of energy, raw materials and other resources helps companies reduce costs and strengthen their competitiveness. At the same time, independently developed products, technologies and services can become valuable export offerings. Latvian companies and research organisations have the expertise needed to develop such solutions. The programme will enable investment in prototype development and testing, preparation of green innovations for market entry, and wider deployment of existing solutions. Cooperation with Norwegian partners will help combine the expertise of both countries, facilitate technology transfer and jointly develop solutions for international markets,” emphasises Ieva Jāgere, Director of the Investment and Development Agency of Latvia (LIAA).
Three Funding Calls Planned for 2027
The programme envisages three calls for project proposals in 2027, providing support at different stages of innovation development:
- First quarter of 2027 — Scaling up green innovations already on the market. Grants ranging from €500,000 to €3 million will support the wider deployment of innovative green products and technologies that have already been developed and introduced to the market, including resource efficiency and renewable energy solutions. A total of €9.37 million has been allocated to this call.
- Second quarter of 2027 — Development and commercialisation of green innovations. Grants ranging from €100,000 to €499,999 will support the development and market introduction of new environmentally friendly products and technologies, with particular emphasis on the circular economy, efficient resource use, wastewater treatment and pollution reduction. A total of €12.53 million has been allocated to this call.
- Fourth quarter of 2027 — Prototype development for women entrepreneurs and startups. Grants ranging from €50,000 to €99,999 will support the development of prototypes for new products, services, processes and technologies. A total of €2 million has been allocated to this call, with funding distributed approximately equally between women entrepreneurs and startups.
Support will be available to micro, small and medium-sized enterprises registered in Latvia, as well as large companies in which public sector ownership does not exceed 25%. At least €17.87 million of the programme’s funding is expected to be allocated to small and medium-sized enterprises.
Eligible activities will include green and digital innovations, environmentally friendly products and manufacturing processes, circular economy solutions, renewable energy technologies — including biofuels and hydrogen solutions — as well as wastewater treatment and pollution reduction.
The exact launch dates, application procedures and funding conditions for each call will be published on the LIAA website.
€5.88 Million for Environmental Remediation in Liepāja
In addition to business support measures, the programme includes a project to remediate a contaminated site in the Liepāja Special Economic Zone, with the aim of returning the land to productive economic use and creating conditions for further business development.
The project will be implemented by the Liepāja Special Economic Zone Authority, with a maximum allocation of €5.88 million.
To promote knowledge and technology transfer, establish new partnerships and encourage joint innovation development, the programme also includes €190,000 in funding for bilateral cooperation activities. Project applications involving Norwegian partners will receive priority during the selection process.
Norway Grants to Provide €27.69 Million
The programme’s total budget amounts to €32.54 million, of which €27.69 million will be provided through Norway Grants and €4.85 million through co-financing from the Latvian state budget.
The programme will be managed by LIAA in cooperation with Innovation Norway, the programme partner representing the donor country.
