Latvijas Banka grants crypto-asset and payment licences to three companies

Latvijas Banka’s Supervision Committee granted four licences to three companies on 30 September: Noah LV SIA received authorisation to provide both crypto-asset and payment services, Neverless SIA obtained a payment institution licence, and Atrya Technologies SIA was authorised to provide crypto-asset services.

Noah LV SIA’s crypto-asset licence covers custody and administration of crypto-assets on behalf of clients, exchanging crypto-assets for funds, executing client orders and providing crypto-asset transfer services. Its payment institution licence authorises the execution of payment transactions, including credit transfers and standing orders.

Neverless SIA also received authorisation to execute credit transfers and standing orders. The company already holds a crypto-asset services licence from Latvijas Banka, which it obtained in May 2026.

Meanwhile, Atrya Technologies SIA’s licence allows it to provide custody and administration of crypto-assets on behalf of clients and to exchange crypto-assets for other crypto-assets.

The latest approvals bring the number of companies authorised by Latvijas Banka under the EU’s Markets in Crypto-Assets Regulation (MiCA) to 12, while 13 companies in Latvia hold payment institution licences. Crypto-asset service providers authorised under MiCA in one EU member state may offer their services across the bloc through the cross-border notification mechanism.

The list of authorised crypto-asset service providers is available in Latvijas Banka’s financial market participant register, while the European Securities and Markets Authority maintains an EU-wide register.

Latvijas Banka encourages businesses preparing licence applications to consult its licensing guides, which explain the requirements, supporting documents and application review deadlines. Crypto-asset businesses can also use the central bank’s guidance on classifying assets under MiCA and determining whether they fall within its scope or are governed by other legislation.

Companies can request pre-licensing consultations to discuss the applicable legal framework and obtain an initial assessment of their compliance with regulatory requirements. According to Latvijas Banka, this early cooperation helps businesses prepare stronger applications and supports a smoother licensing process.
