The City of Tallinn, the Seoul Business Agency, and Startup Estonia signed a memorandum of understanding on 19 June with the aim of fostering cooperation between Estonian and South Korean startups and supporting two-way market entry.
“This agreement between the Estonian and South Korean startup sectors opens a new gateway to the Asian market for Tallinn-based companies. By connecting Tallinn and Seoul’s innovation networks, we offer entrepreneurs new opportunities to find international partners, test their solutions in urban environments, and accelerate their growth. At the same time, we bring fresh ideas and technologies to Estonia that enrich our business ecosystem and help Tallinn stay at the forefront of urban innovation,” said Tallinn Deputy Mayor for Innovation Margot Roose.
The agreement focuses on supporting promising Korean startups in entering the Estonian and broader European market. It also establishes a platform for exchange of contacts and knowledge between the startup ecosystems of Tallinn and Seoul. The programme includes support for companies interested in testing their innovative solutions in Estonia, including through the Test in Tallinn initiative, which enables urban testing of new technologies in the city.
The memorandum was signed by Tallinn’s Deputy Mayor for Innovation Margot Roose, Seoul Business Agency CEO Hyun Woo Kim, and Startup Estonia representative Sigrid Harjo.
As part of the new cooperation platform, a delegation of Korean companies will visit Tallinn from 16–18 September. The visit will include pitch sessions, networking events, and site visits to Test in Tallinn pilot locations.
