Merko to build national defence building in Tartu

AS Merko Ehitus Eesti, which is a subsidiary of the AS Merko Ehitus construction firm in Estonia signed a design-and-build contract with the Estonian Centre for Defence on Wednesday on the construction of a national defence building at the Raadi campus of the Estonian defence forces in Tartu.

The project is thought to have a cost of EUR 9.5 million plus VAT, Merko said in a stock exchange announcement.

The estimated floorspace of the building is 5,200 m2, and it will house divisions and institutions of the administration of the Ministry of Defence. There will be workplaces, meeting rooms, as well as dormitory-type accommodations.

This is the first time in Estonia that an alliance procurement model has been used for the design-and-build construction in the area of defence. All allied parties are jointly responsible for the result. The architect, designer and builder have been involved since the very beginning of the procurement process.

The winner of the bid for tenders was determined after a competitive procedure involving negotiations. The stages of the process involved an evaluation of the architectural solution that was proposed for the building, sketch designs for the outdoor space, as well as the ability of teams to work together.

The main principle of the alliance procurement contract is that the schedule and the actual cost of the design-and-build work will be determined via co-operation among the parties during the development and implementation phase of the process.

AS Merko Ehitus Eesti is an Estonian construction company which offers general construction, civil engineering and residential construction services.
