Starting 2 September 2025, public paid parking services in Tallinn will be provided by OÜ EuroPark Estonia, replacing the current operator AS Ühisteenused. The change of service provider is technical in nature and will not affect parking rules or prices.
According to Deputy Mayor Kristjan Järvan, it is important that the transition happens smoothly and without inconvenience to drivers. “Tallinn’s goal is to provide a modern, convenient, and well-organised parking service. Cooperation with EuroPark will allow us to do this more cost-effectively, while adding new convenience features, such as card payment options in high-usage parking meters. The city expects the service provider to maintain a strong focus on customer-friendliness and operational efficiency,” Järvan said.
By the end of the month, a new self-service portal will be launched, allowing residents living in paid public parking zones to apply for discounted residential parking permits. The portal will also make it possible to view parking fine decisions in cases where payment has not been made, and to submit and track appeals.
“From the City of Tallinn’s perspective, perhaps the most significant aspect is that the city will save an estimated half a million euros per year in parking service fees, and two million euros over the entire contract period, compared to the previous agreement. While the operator’s service fee used to be 16% of the city’s parking revenue, it is now only 6%. As a resident of Tallinn, I am very pleased about this. It means extra funds for the city that can be used to improve services important to all of us,” said Karol Kovanen, CEO of EuroPark Estonia.
The city also reminds residents that from 1 September, the parking rules for zero-emission vehicles (including electric cars) will change – in Tallinn’s city centre parking zone, free parking will only be available to vehicles whose owner or registered user is a Tallinn resident.
The international tender “Organisation of parking fee collection, control, and imposition of penalty fees,” announced in February, attracted three bidders. The successful bidder was OÜ EuroPark Estonia. The current service provider AS Ühisteenused will continue until 1 September.
