LIAA invites applications for foreign film support programme

The Investment and Development Agency of Latvia (LIAA) is accepting applications for its Foreign Film Support Programme until 21 August 2026. The programme’s success is reflected in international recognition, with the Danish feature film Woman Unknown, directed by May el-Toukhy and produced in Latvia with LIAA support, set to make its world premiere this autumn in the main competition of the Venice International Film Festival.

The programme helps attract international film productions to Latvia, generating foreign investment, boosting service exports, creating jobs, and strengthening Latvia’s international visibility.

“Hosting international film productions in Latvia is an investment in our economy. It attracts foreign financing, creates business opportunities for Latvian companies and professionals, supports service exports, and at the same time strengthens Latvia’s international profile. International co-productions place Latvia alongside the world’s most important film industry events, while the work of our professionals reaches millions of viewers worldwide.

This is demonstrated by Kristen Stewart’s directorial debut The Chronology of Water, filmed in Latvia and premiered at the Cannes Film Festival; the Latvian co-production The Invisible Fight, which has received recognition at leading international A-list film festivals; and Woman Unknown, filmed in Latvia, which has been selected for the main competition at this year’s Venice International Film Festival.

These projects confirm that Latvia is a trusted partner in the international film industry and has the capacity to deliver world-class productions. Our goal is to attract even more international co-productions and investments to Latvia, as they strengthen our economy, export capacity, and the country’s reputation worldwide,” said Ieva Jāgere, Director of LIAA.

International Film Productions Deliver Broad Economic Benefits

The economic impact of international film productions extends far beyond the film industry itself. Productions create demand for a wide range of Latvian services, including local production companies, technical specialists, construction services, transport providers, hotels, catering, security, translation, post-production, and numerous other businesses.

To date, LIAA’s Foreign Film Support Programme has allocated €9.97 million in co-financing to 37 film projects. These projects have generated more than €8.84 million in tax revenues for the Latvian state budget, while eligible production expenditure in Latvia has exceeded €42.1 million.

According to the programme’s economic impact assessment, it is expected to generate approximately €72 million in export revenues for the Latvian economy over a three-year period. Every euro of public funding invested through the programme is projected to generate around three euros in economic return.

Support for International Productions

The programme provides financial support for foreign feature films, television series, and animation projects produced in Latvia by reimbursing part of their eligible production costs incurred in the country. Its primary objective is to attract foreign investment while encouraging the use of Latvian companies and industry professionals.

Support is available for projects that secure foreign financing and utilise services provided by companies and professionals registered in Latvia.

Up to 30% Co-financing

The programme offers co-financing of up to 30% of eligible production costs. Funding is awarded to projects that meet the programme’s qualification and economic criteria.
